This is skilled supervisory work directing a diversified facilities maintenance, repair and construction operation for all City facilities. This a “working” supervisory position. Work is performed under general direction of the Utilities and Public Works Director.

Role and Responsibilities

Illustrative Tasks

Supervises plans, organizes and evaluates the work of subordinate maintenance of City facilities.
Monitors proper maintenance and repair of all county-owned buildings and leased facilities including but not limited to electrical, plumbing, Heating Ventilation, and Air Conditioning (HVAC), refrigeration, carpentry and general maintenance; provides assistance in determining economic replacement schedule.
Provides necessary research and documentation evaluating working procedures in comparison with outside standards; makes necessary recommendations and establishes new standards when appropriated.
Develops and coordinates City construction projects.
Develops design and construction procedures and provides estimate of costs of the improvement.
Assists in the establishment of a long-range capital improvement program.
Supervises projects in design and construction stages.
Conducts frequent inspections of construction sites.
Assists other departments with developing maintenance requirements for budget preparation.
Provides direction and instructions to subordinates and Trades workers; researches technical manuals or outside sources; trains and counsels employees as needed.
Prioritizes and allocates available resources; reviews and evaluates program and service delivery; makes recommendations for improvement and ensures maximum effective service delivery.
Oversees preparation and administration of divisional budgets including determining staffing and operational needs; approves and monitors divisional expenditures and maintains appropriate records, reports and controls.
Establishes annual budget performance measures.
Monitors changes in laws, regulations and technology that may affect divisional operations; implements policy and procedural changes as required.
Prepares and supervises the preparation of a variety of automated records, reports, work-orders and requisitions; prioritizes all work orders and preventive maintenance schedules.
Evaluates and makes recommendations regarding the cost effectiveness and efficiency of in-house maintenance operations and repairs versus similar operations of outside vendors.
Assures proper safety procedures are followed and safety standards are met; orders safety equipment; investigates accidents and injuries; initiates preventive measures.
Plans, formulates, and implements policies and procedures relative to general operations, training, parts and supplies acquisition, outside vendor services, and the like.
Assists with preparation and administrates the annual budget and maintains appropriate records, reports, and controls.
Assists in developing short and long-range plans and goals for the division.
Performs related work as required.
Full time presence on job.
Performs all other duties as assigned.

Qualifications:
Qualifications and Education Requirements

Graduation from high school, or possession of an acceptable equivalency diploma.
Eight (8) years supervisory experience in the construction and maintenance of building networks.
Must be able to comprehend, speak and read the English language
Must have and maintain good interpersonal and communication skills to deal with the public
A comparable amount of training and/or experience may be substituted for the minimum qualification.

Required to possess a valid Class B CDL Florida Driver’s license with a driving record acceptable to the City Driving Policy and insurance program or ability to obtain within 1 year of employment.
